Academic: Bachelor's degree with GPA 3.0/4.0; Minimum GPA 3.0 (B) for application consideration. Primary PhD pathway expects a master's; applicants without a master's reviewed on an exceptional basis.
Prerequisites: Relevant academic background; Sufficient undergraduate education for graduate work in the chosen CEE field/program of study. Each program of study has its own prerequisites.
IELTS: 7.0 overall; Most recent overall band at least 7. Tests on/after 21 Jan 2026: 7 overall with 6.5 Speaking and Writing.
TOEFL: 90 overall; UC Berkeley / CEE minimum on iBT for tests before the new-scale transition; most recent score must meet minimum. Institution code 4833; CEE department code 65. Dual-scale thresholds published for tests around 21 Jan 2026 (new scale total 5 with Speaking/Writing 4.5).
